Inspector Jan Reuter hopes that an informer will help him convict the people behind a multimillion Euro art theft. But then the painting reappears; the museum has paid the ransom. And it is none other than Reuter’s brother Edgar, a successful lawyer, who arranged the repurchase – is he the artnappers’ accomplice? Before the inspector can learn more, his informer is shot dead.
The only witness to the murder is the daughter of the judge Andermatt, known as “Judge Merciless”, who is in the running to become Minister of the Interior. After an initial statement filled with inconsistencies, the young woman disappears, leaving Reuter and his colleagues baffled.
